Yes, if you have only language versions and you have one you want to use for all French speaking markets you can easily set that in HREFLang Builder.

This is very common to have a single site in Spanish, French or Arabic language that covers all markets.

Follow these instructions to set a Global Language

For a quick tip – simply click the “Country Language Selector” and scroll until you find the Global Version of that language.   In this case, the site is only in French and the user wants it to be seen in all markets where French is appropriate. Select the language and click update.
